First, stop your server.
Click "Configuration Files" Open server.cfg with the text-editor. You can no longer use the configuration editor, or it will revert the edit we're about to make.
Paste in the following: cargoship.event_enabled "True"
Then save the file in the top left
Start your server - the cargo ship will be permanently enabled.
