It's fairly simple to install a resource pack to your Minecraft server. The process to do so is covered below:
- Find the resource pack you want to run on your server.
- Download it to your PC
- Upload to https://mc-packs.net/ (or another cloud storage site such as Google Drive, Dropbox, Onedrive etc.)
- Copy the direct download URL for the resource pack
- Click "Configuration Files"
- Click "Config Editor" next to "server.properties"
- Identify "Resource pack URL" and paste the direct download URL you copied earlier into the text field.
- Save the config file in the top left.
- Startup your server, it will now serve the resource pack to players when they connect.
