    You need to make sure your server is enabled to use the special in game commands Operators (OP's) will use.

    Set allow-cheats to true in your server.properties config file, make sure to save the file.

    To add an in game admin (OP a player) you will need to do the following: 

    The player you're adding MUST be connected to the server while you're adding them otherwise the server will not recognize the user.

    1. Log into the Gamepanel for your server.
    2. Click "Web Console"
    3. At the bottom there is the input bar (a bar which you can type in, to input commands to the server)
      Type op username (replacing username with the player's in-game username). You can undo this by typing deop username

    This first admin must be added through the web console.
    Once someone on the server is added as an admin, they can add other admins using /op username from in game.
