No longer an issue.
On the post a18+ versions, the game port will sometimes lock open after a restart and cause this error.
To fix: stop your server and let it sit for 5 minutes to give the port time to reset, then start again.
If the issue continues contact support and ask them to perform a "stop server" via the action's menu.
