• Go to your game panel then to the mod manager and install tshock
• Stop the server
• Go to configuration files and open config.json under tshock
• Find the line "EnableWhitelist": false,
• Change this entry to "EnableWhitelist": true,
• Start the server for the changes to take effect

The Whitelist is now activated.
